It can be any phrase, changing it just randomizes the tiles Feebas is on. Go to the Route just before Fortree City and surf around. Fish on every tile till you get a Feebas. A Super Rod helps (the man in the house behind the Space Centre on Mossdeep gives it to you.). Hope this helps! :D

There is no phrase.... after my many failed googlings of "what the hell is the phrase"i came to the conclussion after reading many forums n what not that its it set to random when you start you game but changing the trendy just changes the spots. and there is only six spots in 1 pool so be patient and clear alot of time... or be lucky as hell
