Wrong Louis. It was Louis XVI. Anyway, he wanted everybody to do what he told them, and the Third Estate (which represented the vast majority of the people) thought that some limits to his power should be defined and enshrined in law. The only way they had of putting pressure on the King was to exercise the right they had (in customary rather than statute law) to vote for or against grants of new taxation.
