In the context of World War II, Axis-controlled nations were not in fact the same thing as the Axis powers (or, nations) themselves. The main Axis powers, Germany, Italy, and Japan, invaded and then controlled numerous European and Asian nations and territories: these were occupied and used by the Axis Powers to further their own prosperity and ongoing war-efforts.
When Japan attacked Pearl Harbor America joined the Allies and officially declared war on the Axis (Japan, Germany, Italy, and those other dudes that lost).
The protagonists and antagonists were the Allied nations and the Axis nations.
In World War II, the United States of America fought against the Axis powers. The Axis was made up of Germany, Italy, and Japan. The US first entered the war because the Japanese attacked Pearl Harbor, but it had always been more supportive of the Allies (the countries fighting the Axis) and soon declared war on Germany and Italy after declaring war on Japan.

Axis powers-Germany, Japan, and Italy-were part of a military alliance on the signing of the Tripartite Pact in September 1940, which officially founded the Axis powers. At their zenith, the Axis powers ruled empires that dominated large parts of Europe, Africa, East and Southeast Asia and the Pacific Ocean, but World War II ended with their total defeat and dissolution. Like the Allies, membership of the Axis was fluid, and other nations entered and later left the Axis during the course of the war.

States as in Nations? The major players involved in world war II were: Allies: United States Russia UK Axis: Germany Italy Mexico Japan Note that Germany had occupied France, Poland, Yugoslavia and other nations in Europe. There were other axis nations but they were smaller and I don't know them all. If the question is "What USA states were attacked during world war 2?", Hawaii and California. Hawaii's Pearl Harbor was bombed, and California was bombed with hot air baloons that were in no way successful. It was attacked though!
It was the USSR after it was attacked by Germany
