Two things could have happened for the ice to melt. The temperature could have gone above 0 degrees. Or a pressure change could have lower the freezing point so that the ice will melt at a temperature where it was frozen.

Dry ice can only sublimate.
By falling on things because hail is so hard it could make a dent in someone's car. Though it is ice, it can be very strong!
It depends what you mean by 'harm'. Inanimate things cannot be harmed the way animate things can. Changing its physical state perhaps.
