There are two things that would make a person know a Eukaryota cell. The two things would be membrane bound nucleus and genetic material.
The cell membrane is primarily composed of lipids (such as phospholipids) and proteins. These two components work together to control the passage of substances in and out of the cell, maintain cell structure, and facilitate cell communication.

The cell membrane regulates what substances can enter and leave the cell through its selective permeability. It also helps maintain the cell's shape and structure by providing support and protection.
There are multiple membranes in a cell. Two of them are the cell membrane and the nucleur membrane.
The cell membrane acts as the walls, floor and ceiling or covering that surrounds the cell and determines what is "inside" the cell and what is "outside". It is made of a lipid bilayer (two layers) of lipoproteins (fats+proteins). These are very fluid and to make it steadier cholesterol molecules are imbedded in it. There are also proteins in the membrane that acts as doors or windows. They allow some things in and out.
Flagella and cilia are two structures attached to the cell membrane that help the cell move. Flagella are whip-like appendages that propel the cell forward, while cilia are shorter hair-like structures that help in cell mobility and movement of materials.

That is just another name for the cell membrane. It's main job is to keep the things that are on the inside of a cell inside, and keep what things are outside the cell on the outside. It is also called a semipermeable membrane because it can allow some things, under certain situations, to cross the phospholipid bilayer to enter or exit the cell.The phsopholipid bilayer is the thin polar cell membrane comprised of two layers of lipids. This membrane surrounds a cell to keep substances (ions, proteins, etc) in or out of the cell, but also allow selected substances to pass through the cell membrane as required.
