Throughout the history of governments, several types had rulers that expected total obedience from its citizens in one form or another.
Let it be said that most despotic regimes realized that their power often allowed for "slack" in their systems. This was expected to a degree. The key ingredient of these undemocratic regimes was that all of its major policies and programs would have no formal opposition. Obedience, therefore worked on a case by case situation. Here are some examples of absolute power type governments that allowed for a few crumbs of freedom:
* Ancient Roman Empire beginning with Augustus. Here we have a diverse and huge population ruled by a emperor = dictator. As long as taxes were collected and no armed forces internally were trying to upset the system, there was degrees of tolerance.
* Kingdoms. Here the ruling monarch had the advantage of the Divine Right of Kings. The monarch had absolute power, however, it was not a "police state".
* Oligarchies with a designated dictator or ruler. Sparta was such a government. Once again, as long as the rulers had their way in important matters, a bit of "freedom" always existed.
* Fascist regimes. The 20th century gave birth to this type of government. With better communication systems, the dictator was able to exercise more complete control over the people. It was a one party situation, and coupled with a "secret domestic police system" the ruler could expect much more obedience.
* Communist governments. Here again, we have better communication systems and the ability to repress any threats to government policies.
An absolute monarchy exists where the monarch (king or queen) rules without a government. Their powers are extensive but limited by how much power the citizens allow the monarch to have. A monarch that oversteps those limits is in danger of being overthrown by opponents, as has been shown throughout history.
