In Pokemon Red, you cannot evolve fossils. Fossils must be revived at Cinnabar Island's Pokemon Lab to obtain the prehistoric Pokemon Omanyte or Kabuto. These fossil Pokemon will need to be leveled up through battles in order to evolve into their final forms, Omastar and Kabutops, respectively.
