I think it's a persoanal preference. However, if the horse is being purchased for a novice rider then 10 - 12 years old is a good age. The horse is still young enough to be enjoyed for many years to come, but has been under saddle long enough that by now it should be pleasurable to ride and the horse is comfortable trailering, doesn't spook and is relaxed no matter what type of riding the new rider will be doing.
