It depends on the legislation of the country you are in.

US Coast Guard regulations specify which types, sizes and configurations of boats require fire extinguishers. Anything not within those requirements can be operated without a fire extinguisher aboard. But it is often better to be prepared even at a higher level than the minimum standards.
