As pertaining to International and Inland recognized waters *note*, any vessel operating in the waters described in Rule 1 are required to have navigational lights in MOST cases. This includes kayaks and canoes (Rule 25). Depending on the size, nature of work, geographical location and specific conditions, the lights will vary.
