Before computers existed to keep the information needed to locate a particular book, that information was kept in a library's card catalogue. This is a system of thousands of index cards, three for each book, giving identifying information on that book and where to find it in the library. Each book would have a separate card for its author, title and subject matter with each card being filed in a separate section pertaining to those three headings. In a large library the card catalogue would be a large block of drawers in which the cards would be stored. Modern computer technology with its capacity for storing huge amounts of data electronically has all but eliminated the need for card catalogues.
You would need to have public library card if you wish to find and borrow a book on cake recipes. A public library would most likely be the best type of library for this type of book; other libraries, such as academic libraries, are unlikely to have much - if any - recipe books.
