Really, "working on computers" is such an ample term, that you will have to get a clearer idea exactly what work you want to do on a computer. A four-year-old child, or even younger children, can start using a computer to play game; a school-age child can do simple tasks such as word processing, and an 18-year old youth, without any formal education, can legally do work on a computer. To get better-paid jobs, you may want to learn some additional skills, but those don't really need to require intensive knowledge of computers. For example, translation work is a fairly specialized job, but the computer knowledge itself is, basically, word processing. If you know how to use Word and Excel, you can do most such jobs. (For some translation jobs, it helps to have some basic knowledge of HTML.) Other jobs with computers, such as programming, may require specialized studies, in this case in computer programming. This need not be university studies; taking courses at some institute may teach you enough to get started. There are also many other jobs related to computers; the above are just a few examples.

Do you need a license to become a welder?

Not all jobs require one, but a degree certainly helps. Some shops don't even require that, but if you apply for a job, and so does someone with a degree (which will often happen) you won't get hired. Some jobs, do require training before you qualify for a position (I.E. government jobs, union jobs.) If you you wanted to start your own welding company, then you would need a license, but for the common welding jobs, no you don't legally, need anything.
