No, not in general. It is rather the other way around. Infrared radiation is electromagnetic radiation, and electromagnetic radiation spans multiple types of radiation, from microwaves, light, infrared, ultraviolet, radio, and more. So electromagnetic radiation could be infrared, but that is just one type of electromagnetic radiation
Gamma rays have the shortest wavelength compared to most of other electromagnetic radiation. Gamma rays have high penetrating power and are high in frequency. Exposure to this type of radiation can cause many health complications.

There wouldn't be a "lowest frequency" of electromagnetic radiation that was not photonic. ---- ...or if there was it would have a wavelength the size of the Universe : ) Couldn't carry a whole lot of data there...
