It is called "starting friction" and is caused by the uneven surfaces of the desk and of the floor causing the interlocking of the tiny projections in the two surfaces in contact. The view of something which may appear to be smooth looks quite rough when seen by a powerful microscope. The surfaces look more like coarse sandpaper. If you place two sheets of coarse sandpaper face to face you will experience a great deal of frictional force between them.

Once the object is moving "moving friction" comes into play and that is always less than the starting friction.
