It created a Confederacy. The problem with the Articles of Confederation is that it divided all the states. The government of that time was used very little, for uses such as military for the counties defense. This was called Confederate States of America.

At this point, the US had just broken free from the control of England. They feared a powerful government, so they enacted the Articles of Confederation. This basically said that the country was a loose association of the states, and the federal government had little or no power. Several instances where federal power was needed, such as Shay's Rebellion, proved that a stronger form of government was needed.

States had more power. They did not want the federal government to have too much power like Britain/Parliament. What couldn't Congress do under the Articles of Confederation? Congress couldn't regulate trade or collect taxes.
