Some IDE drives have a master/slave jumper, but a significant number of IDE drives defaulted to a "cable select" setting where the drive would determine for itself whether it was the master or the slave by which of the two sockets on the cable it was plugged into.
Hard Drive configuration is used to define the Slave and master Hard Drive. When we are attaching more than one hard drive the configuration is used. Configuration is done by jumper setting which is available in back side of hard drive...1st two pins for master hard drive and last pins are slave..

That would depend on certain variables, such as whether you were putting it on the same cable as the other drive. In IDE, you must have a Master drive on each channel. The second drive must be set to Slave. You were not clear in which drive you could not change the jumper. Assuming the drive in the computer is alone on the cable, it is set to Master, so your new drive must be either set to Slave and be placed on the same cable, or set as Master and placed on another cable.
Jumpers can do a lot of things, some motherboards have many of them. Basically they are a manual switches, that can be closed by shorting them with a jumper cap. Some examples are, jumpers that set the CPU speed, or reset the BIOS memory.
Configure the hard drive as the master and the CD-ROM as the slave.

just take out your previous hard drive and shift the jumper at the back of the drive from master to slave position. And fit it in your new desktop.

There are jumpers on the drive itself that can be configured to set it up as a master or a slave. Refer to your hard drive's documentation for the pins to use for these configurations.
