A bar code laser scanner works by shining a bright light (laser light) at the barcode and measuring the reflected beam. In order to scan the entire barcode very quickly, the light is bounced off a spinning disk to cover the entire barcode in one pass.

An interesting light on this is that the element Helium was first discovered not on earth, but on the sun by some dark lines in the sun's spectrum which did not belong to any known element.
In my opinion black isn't a bright color, but if you don't consider black a color then any color with the word dark in front of it is usually not bright. The color brown isn't very bright either but essentially any color can be bright in the eyes of the beholder.
