No. When you apply for a license in any state, that department of motor vehicles will search under your name. A record of the expired suspended license will come up and you will be denied a drivers license. Driving without a license can eventually lead to jail. Believe me, I know from personal experience: Pay the fees, get your CA license taken care of and then get a valid TX license. You'll be happy you did.
No. You will have to resolve the suspension issues in IL before you can apply for a license in ANY state. On the application you would fill out in GA are the questions asking if you have ever had a license in another state & has that license ever been suspended/revoked. If you answer truthfully, you will be automatically denied. If you lie & say no to both questions, you have committed a criminal offense & could go to jail for fraud, falsifying a legal document or other charges. Regardless of how you answer those questions, GA will run a license history on you to see if you have had a license before & the status.

No... CDL information from all states goes to CDLIS, and you'll be denied in every state. If you did something causing your CDL to be revoked for life, you probably don't need to be out there in a CMV, anyhow...
No. If your license is suspended in Massachusetts, the Mass. Registry will flag your record in the NDR. The State of Washignton will check the NDR prior to issuing you a license and see that you're suspended in Massachusetts. They will not issue you a licesne unless and until you a get a clearance letter from Massachusetts. Basically, if you're suspended in one state, you're going to be denied a license in all other states. Otherwise, someome could apply in different states to avoid a suspension consequences. The short answer.. none. States share DRIVER licensing information with each other and until you have satisfied the State where your current (or expired) DRIVER'S LICENSE is suspended, you will likely be denied being granted one from any other State. States also require you to be a RESIDENT of the State for a period of time before you can even get a license from that State.
This happens after you are denied twice. A person applies and is denied, then applies for reconsideration and is denied. At this point they go to a hearing with an administrative law judge to get ssi or ssdi.

Yes - for a variety of reasons. The National Driver Register, like all such data bases is not infallible. Information provided to the NDR is voluntary from each state. All registries have limitations. However, if you know you are revoked (or cancelled/denied) in CO, and you don't disclose that info when required, it will surface.

If you have been denied a PERC card in Illinois, you can appeal the decision by asking for a hearing. If you are still denied you can try to have a lawyer take your case.
