Go to your auto part store and buy an adhesion promoter like Bulldog it will help the paint stick. Also make sure the surface of the chairs are clean. Try gently scrubbing them with a scuff pad then apply the adhesion promoter in light coats allowing 15 minutes to dry beteween applications follow with paint in the same manner. Also there are spray paints that are made for plastics SEM makes an excellent product that will last for years.
There is a product being developed to restore plastic resin chairs from a company called Easy-Restore.com. It should be available by July 1, 2011. The product is simply mixed and wiped on to renew the color and shine to patio furnutire such as Plastic Resin Adirondack Chairs and home shutters.
My best advice is to remove the plastic. However, if the plastic is securely fixed to a wall you wish to paint, you may find a decent result by first sanding the plastic. The point is made that the surface must be roughed up a bit to better ensure paint adhesion.
If you are satisfied you can sufficiently rough up all of the plastic you plan to paint over then use a primer coat of latex paint over which you will apply additional coats of latex finishing paint. DO NOT attempt to use an oil base paint as the adhesion will be poor and the oil within the paint will damage the plastic resulting in peeling.
The traditional way to paint plastic is with any type of paint used by model makers. Enamel paints like Humbrol were mostly replaced by water based acrylic paints. Do not use cellulose paint as it will melt the plastic.
The down side is that you need to rub it down to provide a key, and spray with undercoat and top coat to get a decent finish.
The alternative is to use spray cans of Vinyl Dye available from car spares stores. This is sprayed directly onto the plastic and chemically bonds with it to lock in the colour. Can be used on anything from hard plastic to vinyl seats.

Paint used for toys must be non toxic and lead free. Many acrylic paints are used because they are non toxic and water soluble.

The best way would be to use a scraper. Cover furniture and floors with painter's drop cloth or plastic and use the scraper (obtainable at any hardware store) to remove the old paint.
The word 'plastic' covers a multitude of things. So there is no possible way I could tell the difference without knowing both brand names and types of paint.
Are we talking lenses or frames? Very careful physical removal is probably the best way. If it is on the lenses and the lenses have a coating on them, there is a good chance that the coating has bonded with the paint. Sharp plastic like a plastic knife to 'push' the paint off the glasses.
Getting door with your desired color is the best option. If you already has your plastic door and want to paint, one way is to use spray color as ordinary paint won't do good work.

Sometime the paper is, vinyl plastic, check to see which it is, if it's plastic covering your best bet is to paint it with a (paint for plastic).
There is a brand of paint sold in most hardware outlets for painting plastic or vinyl . This paint does not need primer first. It is called Krylon Fusion.
the best way I have found is scrub them with a brush and then apply armorall ( the kind that turns them back black even if ther not is best)so they shine and look unoxidized If they have lost their color, you could just do what I did and paint them with Krylon Fusion spray paint (made for plastic.) Just make sure you tape everything off.
A hobby shop will have small pots of paint for painting on plastic or try artists acrylic paint.
