Yes, your cell phone has to be on in order for them to send the activation through satillite and the phone sends it back to the satilitte so they can see on their side that you received the activation on your cell phone
There is no roaming with a straight talk phone. It seems they have a lot of problems with this type of phone. It is a prepaid pay-as-you go phone that requires no long term contracts, no credit checks and no activation fees.
Voice Activated Dialing (VAD): Being able to dial out on a cell phone or in-line phone via a voice command. There are phones that can be answered via voice, but others require activation of a switch (either remote or in-dwelling) before dialing out. VAD would allow a high level quadriplegic (someone who can only move their head due to a spinal cord or brain injury, but can use their voice) to dial out on a phone for emergency access. Evidently, there is a model of Blackberry that has the capacity to dial out via a voice command, but I have not seen or used it personally.

There are is no activation for the iPod's. It's not like a phone you don't need a carrier.
Voice chat on your computer happens through passing data over your Internet connection, not standard "voice" phone lines.
