Annual (or seasonal) plants are among the fast growing plant types. They complete one growth cycle within 3 months (from seed through flower).
In general bamboo plants (there are various species) are the fastest growing plants (aside from annuals), although they take a longer period to complete a single growth cycle - most of their growth is vegetative (height as well as spread) and not much emphasis is placed on the production of seed.
Some plants do but it depends on what type of plants you are talking about. Basil, Parsley, and Tomatoes grow quickly here in Florida.

Not really possible to answer without more specifics on the type of plant. Annual/ seasonal plants grow quickly, germination to flowering and death within 3 month. Pernnial plants can take years, tens, hundreds or even thousands of years to grow.
