In the Confederation, states retained power of the nation, so sovereignty remained only in the states. In the Constitution, the Representatives, President, and people had more power.

The goals were not only to prevent abuses of power in the states, but to keep the power in the hands of the people.
Declaration of war is an example of a prohibited power of states. Only the federal government can declare war against another country. Administering elections is another example; this is a power of states, not the federal government.
The states are not allowed to raise or keep armies. Only the federal government has the power to keep armies.
