On the fault plane itself, as it is at an angle, there will be shear and normal stresses acting as a traction due to the self weight of the overlying rockmass (the hanging wall) acting on the footwall. However if there was no extensional stress state, the self weight of the overlying fault block would effectively act to drive up the shear strength of the fault plane. The tensile stress reduces the normal load on the fault plane and so reduces it's strength allowing movement to occur.
