Groups of birds in general are called a flight (when in the air) or a flock (when on the ground). The previous contributor said, you can call it a clan of toucans, but I haven't been able to confirm this.

A group of toucans is officially called a durante of toucans. However, this term is not used often and most people simply say, "a group of toucans."
