From Windows' nomenclature of hard drives connected to your PC... A and B are for 3.5" floppies, C is the main computer hard drive, and from D onward the letters are for additional drives.

How many can you put in your computer? Linux can support massive servers with hundreds of hard drives. I believe the mainline kernel supports up to 702 hard drives, although patches are available for up to 3904 disks. You're far more likely to run into hardware limitations than you will with how Linux handles hard drives.

The drives themselves are manufactured as ordinary IDE or SATA drives, and are simply placed in an enclosure. The enclosure adds a great deal to the cost. Another factor is that external drives are more prone to damage, so the company may need to charge more to offset RMA costs.
