A river carries sediment due to its high flow velocity. When a river reaches the ocean, this flow velocity is decreased and therefore not strong enough to carry the sediments farther. Thus, sediments are deposited or dumped when a river reaches an ocean or lake where the flow velocity is generally less than that of rivers.

Sediments are whatever the river carry down with it. Organic material and sand/stone/minerals.

When the waterflow is high these sediments get carried along with the water.

When river meet lake, the waterflow slows down and whatever the river carries with it will sink down if heavy enough, or float if not heavy enough.

Why do the sediments get deposited when a river runs into a lake or sea?

Generally the speed of the transported load slows down considerably with the change in the transport medium from stream to lake or sea. As the energy of the motion is reduced, gravity claims the sediments.

How is a river delta formed?

A river delta is formed from the deposition of sediments carried by a river as the river enters an ocean, sea, lake, or another river. This is because the flow velocity decreases significantly and the fluid loses the ability to transport sediment.
