Bases have a pH > 7.0 BUT this merely describes the concentration of ions. Strong usually describes if all the substance ionizes, not how many ions are present.

EX. NaOH is a strong base, but the pH of a solution of NaOH can be anywhere from 7.1 to 14 depending on how much has been dissolved.
