Yes, it can be used and it is best to compost it first. If the manure comes from a racing stable, it may also contain residues of the drugs and medicines they sometimes give to horses. This can be an issue if you wish to garden organically. Compost it ,dig it in or use it as a mulch it is gold. If you are going to worry about a million to one chance of your lettuce making you run faster then dont use it.
