I am not sure what you are asking is an EMP. Emergency generators are powerful and very helpful if power is lost but I am not sure if they can withstand that as I am not sure what they are.
You are thinking of an emp from a nuclear weapon? Perhaps the Pentagon knows. I should think electronic equipment and computers are at more risk.

My bet is anything before the eighties. You will still need to inspect the electrical system of any vehicle you try to drive. You will need to replace the selenoids, if there are any. If you're looking for an EMP proof vehicle, may I suggest anything from the 20's, with the hand cranks.
Either hit the vehicle or person with an overcharged plasma bolt, or when firing the grenade launcher, hold the fire button (trigger) until a circle with an arrow points to a lightning bolt sign. Once the grenade is near what you want to EMP after the arrow points to the sign, release the trigger and it will cause an EMP. Armor Lock CAN EMP but only is released once you release the ability/stand up.
