I'm not sure about the verse you mention, but there is a verse that says ". . .for when I am weak, then am I strong."(2 Corinthians 12:9+10) showing that, if we are faithful and obedient to God, when WE feel our weakest, God will step in for us and make us stronger than ever.

Paul is admonishing an episode of men in the church at Corinth who set themselves above others in God's church. In his warning to them, he alludes to the words in the above question, perhaps sardonically:
