He says that an individual must be a man first and a subject second (subject under the goverment)

If you go against what is lawful and do what is right, even though it might not be the best choice, you are being righteouss

Being righteous doesn't mean that you and others know that this is right...you could be the only person who thinks that this is the right thing to do...but whatever it is, you must be fully righteous
