Franklin also got a ship and a privateer to hunt British ships along the Atlantic coast to free American POW's onboard. The only problem was the Irish captain he hired was also looting the ships and accepting bribes for freeing the British sailors he captured. Needless to say the idea didn't work out well for Franklin. There would be no reason why he wouldn't ratify the constitution.
