Stalin ruled over a state capitalist system, but he didn’t create it.
Joseph Stalin (December 1878 - March 1953) was a leader of the Soviet Union. Stalin's concept of "socialism in one country" became a central tenet of society as he replaced the New Economic Policy with a centralized command economy to launch a period of industrialization and collectivization.
Joseph Stalin's political goals were to consolidate the Red Army. He also wanted to rebuild the economy of the Soviet Union.
Stalin wasn't the head of Russia in WW1, but WW2.
Stalin's Five Year Plan did not "resemble" a command economy; it WAS a command economy. A command economy is when the central government determines how much production will occur (instead of allowing businesses to produce at their own levels). The Five Year Plan was an explicit set of quotas by Stalin as to how much production (mostly agricultural) would occur in the next five years, setting a level of production which was unreasonable.
A command economy is a system where the government controls economic activity and the production and distribution of goods. In a capitalist economy, such things are determined by market forces.
He fully controlled the Soviet economy.
