Michael Banks was a child. his father was a bank employee, as the handle suggests. Bankers were shown in a negative light- as were indirectly Defense types such as Admiral Boom. seems a little Communistic to me.

In the story (and film) she was a nanny. Throughout the story - her main responsibility was to look after the Banks' children.
In Walt Disney's Mary Poppins (1964) the reference to a robin's nest is found in the song "Spoonful of Sugar". A robin feathering his nest Has very little time to rest While gathering his bits of twine and twig Though quite intent in his pursuit He has a merry tune to toot He knows a song will move the job along
Mary Poppins is a movie that has been around for since in the 90's I think. It's about this family that is falling apart. The dad is a banker and spends way too much time on his job. The mom is I think in a women's right march and doesn't spend any time with her kids. They have been hiring nannies for years and they all run away since the two kids, Michael and Jane Banks, are you naughty. They finally hire a super-nanny, Mary Poppins, and she fixes them up. Her friend Bert is a man with a lot of different and weird jobs. She and Bert help the kids realize what friendship means through a lot of adventures. One of them would be going through the chalk painting into another world. It's pretty cool, but I haven't watched it in awhile. Don't yell at me if i got it wrong..............

I believe she is nodding her head as if to say, "Job finished. The family is as it should be and it's time to move on to help another family."
As the vast majority of banks are Corporations owned by stockholders or their depositors not governments, no. But there are a few government owned banks, a job in one of those banks would be a government job.
