This is a matter of personal perspective. I believe that Napoleon's greatest achievement was his development of the French legal system. In particular, his creation of the singular Napoleonic Code, which has formed the basis of modern civil law in the overwhelming majority of countries, is incredible. He also created the modern concept of citizenry where every person from a country, no matter their religion or ideals, was equal under the law. While the US was the first to write this on paper (i.e. the US Constitution), there was still widespread legal discrimination against Non-Protestants (primarily Catholics and Jews). Napoleon leveled the playing field for Non-Catholics in France by creating laws emancipating the Jews and permitting Protestants the right to pray freely.
