He wanted to build up nuclear weapons because it was cheaper to build nuclear weapons than keep supporting a large military. His new look was all about massive retaliation. He promised to roll back communism. He encouraged the people to rise against the Soviet Union and we will help. Germany rose against the government and we didn't do anything to help. The same thing happened in Austria. There was also an increase in military alliances as well as CIA and covert operations. It was a psychological warfare; they wanted to win the hearts and minds of everyone with capitalism.
