Queen Victoria was the only child of the marriage between Prince Edward Augustus, Duke of Kent and Strathearn, and the widow, Princess Victoria of Saxe-Coburg-Saalfeld.Before he married Princess Victoria, Queen Victoria's father may have fathered other children. Before marrying Prince Edward, Queen Victoria's mother had been married to Emich Carl (known as Charles), 2nd Prince of Leiningen. The couple produced two children, Carl Friedrich Wilhelm Emich, Prince of Leiningen, and Anna Feodora Auguste Charlotte Wilhelmine.Charles died in 1814, leaving Princess Victoria a widow. In 1818 she married Prince Edward, and, in 1819, their child, the young Alexandrina Victoria (i.e. Queen Victoria) was born.So Queen Victoria had no 'direct' brothers and sisters, but she had at least one half brother and one half sister.
Queen Victoria and Prince Albert were king and queen in the Victorian era Prince Albert was not a king, there was no king at that time. Victoria was the heir to the throne and ruling Queen. Because of the rules of nobility a king outranks a queen, so Albert was officially declared to be the Prince Consort, a title with no real duties or privileges. Albert (Francis Albert Augustus Charles Emmanuel) was nobility, 2nd son of the Duke of Saxe-Coburg-Saalfeld, a German Duchy.

Queen Victoria's mother (Princess Victoria of Saxe-Coburg Saalfield) had previously been married to Emich Carl, 2nd Prince of Leiningen, by whom she had a son, Carl, 3rd Prince of Leiningen who was Queen Victoria's half brother, and a daughter, Princess Feodora, Victoria's half-sister. But Victoria never had any full siblings, because her own father, the Duke of Kent, whom her mother had married after being widowed, died when she was about 10 months old.

I understand it was Richard Cromwell (4 October 1626 -12 July 1712), the third son of Oliver Cromwell. Whilst he only ruled as Lord Protector of England for less than 9 months between 3 September 1658 until 25 May 1659, he lived longer than other rulers/monarchs and, therefore, "was" the oldest ruler but, was not ruling for many years before his death. Possibly the question to my answer should be, 'Which ruler of England lived the longest?'
