Russia didn't have a plan for World War I. In fact, they wanted to get OUT of it. That is why they signed a treaty with Germany to withdraw from the Eastern front. The reason for leaving was because they were undergoing a revolution. They had enough domestic troubles, a world war would only hinder the changes that they needed to undergo.
