Looking at the side of the axis and allies I would say it was mainly a free spy platform for all the sides... the American OSS (office of stategic services) had its central in the Herrengasse in Berne.
Looking at it ideologically it had free newspapers and besides the british BBC one of the most famous free radio stations - informing Europe on what was really going on on each front.
Later - when war went on far away in eastern Europe - it maybe had a financial role dealing with Germany and USA, etc. or looking at the bankers' dealing with Germany - what the country has been blamed for later on...
But overall it had the role to look for itself - as it did not join neither the axis nor the allies. Due to the imposed neutrality it had since 1815 to form a "pillow" between the big European forces and due to the fact that it had a not so friendly historic background with the not-that-much-liked bigger brother Germany going back to 1291 and later, when Switzerland was mainly treated as occupied territory. And on the side of the allies there weren't any left besides England when France lost in about 40 days... USA didn't join war before the attack on pearl harbor what was much much later.
