Jefferson had a vision of what the country ought to be. He believed in limited government, wanted a nation of land holding farmers and believed that people could govern themselves. On March 4, 1801 Jefferson became the first president to be inaugurated in Washington DC. His goal was not coexist peacefully with the federalist but to bring them into the Republican party. He hoped that the parties would disappear and some the things he didn't do were as important as the things he did. He didn't like the national bank, but didn't get rid of it. He appointed Republican judges and refused to renew the Alien/Sedition Acts, but did pass new naturalization laws. Jefferson pardoned prisoners and gave back the fines to those who were convicted under the Sedition act. He reduced the military to 2500 officers/men and did away with taxes on US made goods including whiskey. One of his primary beliefs that liberty depended on land ownership for all. Yet he also recognized the necessity of commerce and as president he was committed to its protection. Jefferson reduced the ceremonial role of the presidency that had developed under Washington and Adams. He started by walking to his inauguration and dressed as a ordinary citizen. Instead of going to Congress to deliver the annual address he sent a written message to be read by a clerk. He eliminated formal presidential receptions and received foreign diplomats informally.

The goals sought by Thomas Jefferson (and other contributors) in writing the Declaration of Independence were primarily two in number. First, Jefferson and the others involved sought to justify on principle the American revolution. Second, they intended to lay down the basic 'blueprint' for the nation that was being founded.
