A workhouse was a penal establishment where petty criminals and often children were sent to perform minor jobs as a punishment.

Anyone who fell on hardtimes, had become poor, and was considered to be a burden on the Parish, could find themselves in the Work House. The poor did not need to be a criminal, and the work house was seen as the last hope before be coming a vagrant and starving.
