The decade started with the Great Depression which lasted 10 years. The British had raised the interest rates to bring back capital lured from American investments. Foreign investors then "dumped" "insecurities" and selling followed. On Oct. 29 16,410,030 shares of stocks were sold and by the end of Oct. stockholders had lost 40 billion. By the end of 1930 6-7 million workers were jobless and 2 years later that figure doubled. Five thousand banks closed in the first 3 years, so FDR did the relief, recovery, reform act. In 1932 FDR ran for president and 13-16 billion people were out of work and the total of all income had fallen from 87 billion in 1929 to 42 billion in 1932. Roosevelt was elected in November, but didn't take the oath until March 4 and in his first 100 days he passed the New Deal, the Tennessee Valley Authority, Federal Securities Act, Home Owner's Loan Corp., Federal Emergency Relief Admin., Civil Works Authority, and the Civilian Conservation Corp. In the world other things were going on. On Sept. 1, 1939 a German army of 1.7 million invaded Poland. Since 1933 Hitler had taken over Germany, but America's policy was isolationism. In 1931 the Japanese army marched into Manchuria. On the same day FDR took office the Japanese marched into the northern province of China. Roosevelt couldn't ignore the strong antiwar views and 50,000 vets paraded on Washington in April 1935. A few days later 175,000 college students across the country staged a one hour strike against war. The government should "build schools, not battle ships." So, the neutrality acts were passed. In the summer of 1939 Germany invaded Poland and Great Britian and France declared war on Germany. The war was on.
It was based on race. It made life very difficult for black people as everything in society favoured white people.

Well, by 1930 slavery had ended in almost every country. The UK France,Spain, the US and so on. Most of these countries were in control of the slavery that was happening in south America. So, if they had ended there slavery, south America's could not have been that bad. However, that is not to say that there still wasn't slavery. There is still slavery till this day in certain countries. Was it as bad in the 1930s in south America no, did it still exists, probably.
