In an attempt to enfranchise Afghan women a provision was added to the Constitution that mandated a minimum of 25% of the legislation would be required to be women.

If the War in Afghanistan were (legally speaking) a war, which it is not, then no, the War in Afghanistan would not be constitutionally legal as the President never declared war. However, the Constitution only recognizes wars against sovereign entities and as the War in Afghanistan is (and the War in Iraq was) a conflict to suppress non-state actors and therefore there is no breach in the Constitution.
