The MONROE DOCTRINE was the crowning foreign policy of President James Monroe, which argued that European Powers would be required to respect the freedom and independence of all countries in the Americas. While it was not the aggressive US foreign policy of the late 20th century, it was a bold step for a relatively powerless country to make against the greatest powers in the world.
The Monroe Doctrine was a foreign policy statement drawn up by John Quincy Adams and declared by US President James Monroe in 1823. It can be summarized in this manner: The Western Hemisphere was not to be considered as an area for additional colonization by Europeans. It declared that the United States would view with extreme displeasure any European nation's attempt to intervene in the politics of countries in the Americas. This policy dominated US foreign policy for the next 100 years. It proclaimed that the US had hegemony in Latin America.
