The Battle of the Java Sea in 1942, was unique in that it was the only cruiser fleet surface action fought during WWII. No attacking aircraft, nor submarines were used in the battle. It was strictly a cruiser "fight", at fleet level. Agreed. Java Sea was the kind of battle the Japanese Navy wanted to fight after their projected disposal of the US carriers at Pearl Harbor. The Japanese had won a war against Russia in 1906 using these tactics, and since then they had developed the surface torpedo attack to a fine art. They were confident that their navy could best any of the Allied navies in such a fight, and they bested four of them at Java Sea. The cruisers on both sides had floatplanes for reconnaissance and gunnery direction, but no carrier- or land-based bomber aircraft were present.
