Taxation without representation was one of the major complaints of the British controlled American colonies. The British parliament is composed of legislators that passes a law effecting the colonies. The problem is that the colonies do not have a member of parliament to represent them. Therefore the complaint seems logical since the effected party (s) have no representative to vote on the issue or to have the tax issue discussed because that person does not exist.
The British government would implement various taxes on the American colonies, but there were no Colonial representatives in the British government.
