There were rival imperial ambitions over Manchuria and Korea
Nicholas II wanted to expand Russia's territory by taking parts of Japan.
Czar Nicholas II saw Russia defeated by Japan in the Russo-Japanese War of 1904-1905. Russia and Japan were fighting for control of Manchuria and Korea.
There were several reasons Nicholas II wanted to go war with Japan. Russia was looking towards eastward expansion and his cousin, the Kaiser of Germany, convinced him Japan would be easy to defeat. Russia wanted an ice-free port and wanted Port Arthur, a Japanese possession, in modern day Korea. Finally, during Japan's expansion, it had seized several islands, one of which belonged to Russia.
The name was Nicholas II Romanov.

The telegram sent by Nicholas II to Wilhelm II is most closely associated with World War I. In July 1914, as tensions escalated in Europe following the assassination of Archduke Franz Ferdinand, Nicholas II reached out to his cousin Wilhelm II of Germany in an attempt to avert war. However, the efforts were unsuccessful, and the conflict ultimately erupted into a full-scale war involving multiple nations.
