Lincoln wanted to bring the seceded states back into the Union. He also wanted to prevent the Northern slave-owning 'buffer-states' from joining the Confederacy.
He did not acknowledge the right of any state to secede.
At the beginning of the US Civil War, Lincoln's immediate goal was to end the rebellion of the Confederate States as quickly as possible to save lives and keep the Union intact. He called for a modest number of new troops to serve a short 3 months in as much he believed the rebellion could be halted in quick time.
