Prue and Phoebe had a very strained relationship up until the time they got their powers. This was due mostly to the fact that after the girls mother died, Prue (being the oldest) became like their mother and in the process lost her childhood. She then envied Phoebe, the eternal child, who was always in trouble and never wanted to grow up or accept responsibility.
