What was some of Julius Caesar's goals?

It is said that some of the things that Julius Caesar was planning was a restructuring of the city of Rome. He was faced with the persistent problem of getting land for his veterans. There was a debt situation among the urban poor which needed attention and there was the always present grain supply problem. These were just some of the issues that were unresolved at his death, a kind of goals unachieved.
